A great big flat neighborhood with streets in a grid pattern.

Place the contents of the zip file in your My Documents/EA Games/The Sims 2/SC4Terrains folder.
Somewhere I have a bunch of residential lots specifically built (and or rebuilt) for populating this terrain. I seem to recall using at least 16 house types.
